The best I can figure is it has to do with the Group Policies in the System. Adm arena; but, I just got XP for the first time Jan and MS documentation is typically cryptic when available at all. I tried from an MSDos command to use gpedit. I AM able to cut and paste links shortcuts -. It was so much easier when all I needed to do was right-click on File to select New to select Shortcut and walk through the link set up wizzard.

There was also a reference to missing desktop. I previously tried under Administrator for access by the way though I have "administrator" privileges.
I copied the desktop. Since I do not know what to look for in that file, I am not sure if it is an internal file setting. As an experiment I went back the the 'ShellNew' key and eliminated the 'rundll I was unable to create a shortcut.
The wizard would not open. Got a popup window stating "Windows can not create a shortcut here". Go ahead and click Next. The first thing you have to do is choose the program you want to run at startup. A list comes up automatically, but you can also click Browse and choose one specifically. Click Next and then choose when you want it to run. In our case, we will choose When I log on. You can also choose When my computer starts , but that will mean it could load before you even log into Windows.
Click Next and then enter the password for your Administrator account. Make sure you enter a password, otherwise the task will not run. Click Next and click Finish. Now you task will show up in the list of scheduled tasks. Go ahead and restart your computer and the program should load just fine.
