Run remote desktop windows 8

Two computers are running Windows 8 and one is running Windows 7 Home Premium. None of the computers are on any kind of work network.

I have two questions. I need to be able to remotely run programs on the Windows 8 computer. I have been trying to figure out how to do this using Remote Desktop Connection for days to no avail.
